    Responsibilities

    The Program Director, State Government Relations (U.S. West), will represent and advance ACT’s government relations agenda before elected officials and government decision-makers primarily at the state and local level in key western states.   Works with a variety of internal staff and external partners to identify, develop, implement and effectuate advocacy, outreach and lobbying strategies to secure state policies, legislation, or administrative actions that foster existing business lines or lead to new opportunities for ACT solutions. Additionally, this position works with a variety of ACT staff to understand complex state relationships, build relationships and understand the specific policy needs of states through interactions that support the delivery of ACT’s products and services in a manner that achieves defined goals and objectives in a multi-state territory. 

    ESSENTIAL JOB RESPONSIBILITIES

     

    MAJOR TASKS, RESPONSIBILITIES AND KEY ACCOUNTABILITIES - EXTERNAL:

    In collaboration with and at the direction of the Senior Director of U.S. Government Relations develops and executes a strategic multi-state outreach and lobbying plan

     

    • Develops and manages relations with various state entities including but not limited to: Governors’ Offices, State Legislatures, Jurisdictional Agencies, and State Boards of Education
    • Serves as the lead state lobbyist responsible for outreach and execution of the state strategy in assigned states
    • Establishes an outreach plan that includes regular and frequent in-person meetings with state and local stakeholders, legislators, legislative staff and other key policy influencers
    • Manages relationships and directs external consultants and contract lobbyists in execution of specific legislative and/or policy initiatives in support or defense of ACT solutions in states
    • Monitors, analyzes and communicates the impacts or potential impacts of state legislation or regulations
    • Provides redline analysis and drafts legislative language for bill introduction or amendment(s) to existing legislation
    • Attends or monitors other meetings of relevant bodies, and represents ACT before state and national organizations and associations 

    MAJOR TASKS, RESPONSIBILITIES AND KEY ACCOUNTABILITIES – INTERNAL:

    In collaboration with internal units, identifies the key states/opportunities for new business, protecting at-risk existing business, or securing new business from current state contract holders 

    • Works with Government Relations and Policy teams, external consultants and key state stakeholders to implement specific strategies designed to support state and district use of ACT solutions
    • Works with State Services team to provide analysis and competitive intelligence
    • Works with State Engagement team to support and inform ACT State Organization membership
    • Serves as a leader and or key member of internal teams in support of strategic state goals
    • Develops and maintains relationships with ACT internal departments and leadership to identify operational issues requiring legislative action
    • Works with RFP teams to provide insight into RFP strategy and response development as appropriate 

    OTHER DUTIES AND RESPONSIBILITIES:

     

    • Utilizes excellent writing skills for weekly communications, position papers, issue alerts, and issue summaries for internal and external audiences
    • Analyzes competitive intelligence, local information, and strategic advantages in order to develop best strategies to drive future business opportunities from a policy/advocacy perspective
    • Exercises discretion and independent judgment in making decisions regarding the implementation of state lobbying and engagement opportunities
    • Provides leadership, problem solving, and decision-making; works closely with state clients and contacts to identify and select solutions that best meet their needs
    • Provides excellent customer service and stellar, professional communication to external audiences
    • Responsible for strict compliance with all applicable lobbying, reporting and gift laws
    • Maintains a high level of confidentiality regarding corporate information

    Qualifications

    Minimum Qualifications

     

    Education:

    • Bachelor’s degree required, preferably in education or business administration
    • Or an equivalent combination of education and experience from which comparable knowledge and abilities can be acquired 

    Experience:

    • Minimum of 7 years of experience in state lobbying and engagement required; multi-state lobbying in education and/or workforce sectors desired
    • Previous state contract experience, account management, or sales experience preferred
    • Experience in state procurement processes preferre

     

    Knowledge, Skills and Abilities:

    • Strong knowledge of state legislative processes required
    • Working knowledge of ACT’s products and services and how those products and services are collectively used to provide solutions to state customers
    • Strong working knowledge of education industry, workforce development, and assessment business
    • Exceptional legislative, lobbying, and state government advocacy experience and skills a must
    • Working knowledge of state legislative and policy processes, key competitors to ACT’s products and services, and how the market perceives these competitors
    • Must be familiar with competitor’s products and ACT’s differentiators
    • Outstanding presentation skills
    • Strong relationship skills
    • Strong analytical abilities
    • Competence in using computers, devices, and software including word-processing, spreadsheet, database, and CRM (preference for Salesforce.com)
    • Ability to determine logical solutions to complicated problems
    • Ability to set goals and priorities and manage campaigns to completion
    • Strong negotiation skills
