    The Proposal Manager II supports business development and sales initiatives for Requests for Proposals (RFPs). This position provides proposal process leadership, analyzes RFPs for requirements, and works with both domestic and international sales representatives to develop compliant, compelling, and customer-focused proposals. The Proposal Manager is responsible for managing the entire process with tasks including facilitation of solution meetings, maintaining schedules, organizing resources, coordinating inputs and reviews, and ensuring that win strategies are implemented. They will work with the proposal development teams to ensure staff understand the solution and their roles and responsibilities. This role will focus on creating compelling proposals with a persuasive voice, while synthesizing and articulating strategic messaging using customized or boilerplate text. . .” In addition, the Proposal Manager will actively seek out and solicit potential RFP opportunities through a number of channels, including active engagement with ACT sales representatives, domestic and International Programs’ partners, Web mining, and various online subscription services, among others. The Proposal Manager’s goal is to deliver quality proposals that elevate ACT to a winning position. 


    Typical work-related activities include:

    • Analyzes RFPs and RFIs to identify requirements and develop a proposal plan and schedule.
    • Reviews and edits content for low-to-high complexity proposal documents within given deadline/timeframe.
    • Works with sales representatives to develop persuasive content and synthesizes key messaging such as win themes and discriminators into a clear and concise format.
    • Assists in developing transmittal letters and executive summaries that capture and articulate strategic messaging in a compelling manner.  
    • Provides support for overall proposal presentation in the areas of quality, graphics, coverage, format and style to ensure consistent theme and use of language.
    • Schedules and leads postmortem reviews following RFP submissions with appropriate stakeholder audiences.
    • Participates in department meetings, initiatives, and/or projects, as assigned.
    • Updates job knowledge by participating in educational opportunities; maintaining personal networks.



    • Bachelor’s degree in a related area required; preferably in English, communications or other business related field
    • Or an equivalent combination of education and experience from which comparable knowledge and abilities can be acquired. 


    • A minimum of three (3) years of related experience required in any of the following areas: proposal development and writing, new business development in an educational organization,.
    • Experience working with large scale educational/academic institutions and governing bodies preferred 

    Knowledge, Skills and Abilities:

    • Ability to manage large groups and facilitate meetings to meet project goals and deadlines
    • Works with multiple departments and Subject Matter Experts across the organization
    • Exceptional editorial and management skills
    • Excellent verbal and written communications skills
    • Ability to edit proposals with little supervision
    • Ability to identify, qualify and pursue appropriate RFP opportunities
    • Must be able to prioritize and multitask within a face-paced and deadline-driven environment with fluctuating priorities
    • Strong ability to work in teams and collaborate effectively with others
    • Ability to work with and interact with all levels of management
    • Ability to perform independent research to understand writing topics
    • Proficient with MS Office and strong skills in MS Word
    • Ability to occasionally work nights and weekends when required to meet tight deadlines
    • Graphic design skills preferred
