    ACT is hiring the lead subject-matter expert in Cross-Cutting Capabilities (CCCs) (e.g., critical thinking, problem solving, 21st century skills).  The Principal Assessment Specialist in CCCs will innovate designs for learning, measurement and navigation resources that target this collection of skills that has remained highly valued but difficult to systematically teach and assess.  

     

    Responsibilities

    A Principal Assessment Specialist supplies expert level content and assessment development knowledge flexibly and creatively to further the work of the test development team.  Leads the creation of construct definitions and assessment designs that serve as the foundation for product content development. An individual in this position brings recognized expertise, a global perspective, and a broad knowledge of education and workforce trends relative to the field of learning and assessment. He or she will have a thorough understanding of standards and best practices in test development, be instrumental in building expertise of the test development team, and provide leadership in digitizing content development and delivery.  

    The position serves as the content/assessment expert in a specified area for internal and external audiences and has proven ability to consistently create and deliver high quality test materials on schedule.  Critical responsibilities:

    • Serving as ACT’s primary authority about CCCs in person and through writing for a range of academic and customer audiences
    • Continuing development of the ACT Holistic Framework CCC domain
    • Creating high-quality learning and assessment materials
    • Collaborating on cross-functional teams on a range of projects

    Other responsibilities and activities:

    • Contributes and supports ACT proposal responses particularly as related to insights provided to assessment consumers (e.g., students, parents, educators, administrators, etc.)
    • Leads creation of construct definitions, claims, evidence statements describing what an examinee is expected to demonstrate, and task templates
    • Communicates ACT’s position regarding content specific findings through authoring publications and giving presentations
    • Leads the conceptualizing, designing, building, and evaluating of test development processes and systems  (content, accessibility, permissions, performance scoring, analytics)
    • Reviews and approves item/passage/stimulus/rubric specifications from construct definitions and evidence statements
    • Working with internal and external content providers, reviews and approves training for all phases of high-quality content development and delivery
    • Reviews and approves research specific to specified content area that will contribute to news ways to assess skills in the K-Career space (e.g., new item types, test formats, gaming/learning experiences)
    • Contributes to the development of ACT strategy relative to standards (e.g. CCRS) in the K-Career space for specified content area
    • Contributes to the assessment design and/or re-design process for all new assessment products (attending to text complexity, accessibility, AI scoring, item types, developmental scoring design, design patterns (outcome of NCS) and required test preparation and ancillary materials)
    • Collaborates with Research to provide high quality psychometric judgment and thought leadership about design of new and current test development assessments and services
    • Contributes to the creation of technical manuals and other internal and external documentation related to assessment design
    • Contributes to root cause analysis
    • Contributes to design and implementation of quality assurance protocols and procedures (e.g., scoring monitoring)

    Qualifications

    EDUCATION: 

    • Master’s degree in content area or related field required
    • PhD preferred
    • Or an equivalent combination of education and experience from which comparable knowledge and abilities can be acquired

     

    EXPERIENCE:

    • Ten years of test development experience including five or more years in leadership role
    • Three years of teaching experience preferred
