    Position objective: The Proposal Writer will assist in developing proposal content for competitive bidding opportunities and Requests for Proposals (RFPs). The Proposal Writer will analyze RFPs for text requirements, develop and format proposal response text, incorporate edits, and participate in proposal development teams.This role will focus on creating compelling proposals with a persuasive voice and synthesizing and articulating strategic messaging using customized or boilerplate text. In addition, the Proposal Writer will gather and edit proposal content from multiple subject matter experts to present “one voice”. While writing is the primary focus, the role includes process and coordination aspects of the ACT’s proposal development process such as conducting draft review cycles and maintaining the proposal text database and related collateral. This position is required to be based in the Iowa City area.




    Typical work-related activities include:

    • Writes, edits, and formats content for low- to high-complexity proposal documents within given deadline/timeframe.
    • Writes persuasive content and synthesizes key messaging such as win themes and discriminators into a clear and concise format.
    • Follows proposal writing standards including readability, consistency, and tone.
    • Writes or co-writes transmittal letters and executive summaries that capture and articulate strategic messaging in a compelling manner. Translates messaging into content that differentiates ACT and resonates with customer.
    • Obtains assistance from other departments and subject matter experts as required to capture, shape, and synthesize content to reflect a cohesive message, written in one voice.
    • Helps translate technical information so it is clear to various audiences and technically accurate.
    • Works to enhance or develop creative and information graphics.
    • Manages contribution process, maintains version control, and takes ownership of all content including graphics, bios, customer references, and qualifications.
    • Provides support for overall proposal presentation in the areas of quality, graphics, coverage, format, and style to ensure consistent theme and use of language.
    • Provides overall quality control for proposal content including applying brand and legal compliance standards.
    • Participates in overall proposal development process from kickoff meetings through submission; uses proposal plans, schedules, outlines, and compliance matrices.
    • Improves proposal writing results by evaluating and updating processes, approaches coordination, and boilerplate as needed; obtains approvals from key providers and implements changes.
    • Participates in department meetings, initiatives, and/or projects.
    • Complete additional writing project assignments as directed by management including briefs, reports, presentations, and related technical and administrative publications.
    • Updates job knowledge by participating in educational opportunities; maintaining personal networks.
    • Accomplishes organization goals by accepting ownership for accomplishing new and different requests; exploring opportunities to add value to job accomplishments.



    • Bachelor’s degree required, preferably English, communications or business administration
    • Or an equivalent combination of education and experience from which comparable knowledge and abilities can be acquired



    • A minimum of 3 years of related writing experience, including proposal writing, technical writing, marketing or business writing
    • Experience working with large-scale educational/academic institutions and governing bodies preferred


    Knowledge, Skills and Abilities:

    • Must be able to prioritize and multitask within a face-paced and deadline-driven environment with fluctuating priorities
    • Exceptional editorial and document management skills, including adhering to style, grammar, usage, and branding) required
    • Excellent verbal and written communications skills, including copy editing/proofing required
    • Ability to organize, write, and edit proposals with little supervision required
    • Strong ability to work in teams and collaborate effectively with others with appropriate flexibility
    • Ability to work with and interact with all levels of management
    • Ability to perform independent research to understand writing topics
    • Proficient with MS Office (Visio, PowerPoint, SharePoint) and strong skills in MS Word (templates, styles)
    • Ability to occasionally work nights and weekends when required to meet tight deadlines
    • Graphic design skills preferred
    • Experience with database management
