The Operations Manager II is responsible for supporting, managing, directing and coordinating operational efforts and developing fiscally-sound solution models in support of partner programs, including sales, implementation and ongoing operations of ACT’s products and services in international markets, and for large scale data analysis and reporting in support of business objectives.

Typical work-related activities include:

  • Support pre-/post-sales implementations globally, serving as key day-to-day contact for partners worldwide as part of the partner management and operations team
  • Monitor organizational performance against strategic plans, track operational initiatives to ensure goals on track and on target, and coordinate application of resources at headquarters and international locations to fulfill commitments to international clients
  • Support and manage special projects, as assigned, in support of International Programs’ business objectives and to develop ACT’s business in specific countries and regions
  • Serve as liaison between International Programs and Foundations, national/state/local governments, employers, private companies, educators, business associations and solution partners, and community, international development, industry, and non-government organizations
  • Lead ACT internal cross-functional teams and coordinate efforts among ACT team members and foreign organizations, international sales partners, test service vendors, education and workforce solution providers, and clients, including senior foreign client leadership, for specific projects and campaigns, in support of international programs and studies and ensure cultural appropriateness of communications with foreign organizations
  • Lead efforts to facilitate sales and promotional activities for programs, products, and services to international partnerships
  • Lead pre-sale product, market, and user studies to support sales strategies, business development, and market entry
  • Drive development of relationships and projects in China and develop and manage ACT official relationship with Chinese governments and ministries, ensuring a legal, secure, and culturally appropriate environment to develop business in China
  • Frequent international travel to meet with business partners, clients, and contacts



  Bachelor’s degree in finance, accounting, business or a related area required



    • Minimum of two years’ experience in operational support and/or management, preferably in international educational or workforce development
    • Minimum of two years’ experience in international program operations
    • Demonstrated ability to read, write, and speak in business-quality Mandarin required
  • Demonstrated effectiveness in building relationships with educational institutions in China and elsewhere
